Interesting. Hubby and I, usually around holiday time, often have a whinge about how luggage is weight restricted on an airline but people aren’t. I’m a little overweight at 65kg and short while hubby is taller and underweight at 70kg. I look at cake and the pounds go on, he eats it and has the calories metabolised before his next breakfast!
Both of us are under the average weight per person airlines allow for in their fuel calculations. Yet if over on our luggage weight will be charged excess ‘to cover the cost of the additional fuel required’. B@##@~*s! There should be a weight allowance per person. Passenger wih luggage on scales, press button, total weight on check in desk operator’s screen. No one will know an individual’s weight, just the total with bags. Plane’s fuel requirement will be more accurate, so minimal burning of excess fuel that is currently required to carry the extra fuel needed because the weight of the passengers is a guesstimate. And no excess for those whose journey uses less fuel.
That’s extremely weightist, but you have a point. I’m more concerned about being stuck next to that person who needs two seats but has only been allocated one. It’s a width issue, as well as weight. BTW, I’m a modest 14 stone, I rarely put a case in the hold and travel with a small haversack.
We went on a helicopter trip when we visited Hawaii, and passengers are weighed to decide the best seating position. My husband and I were allocated front seats, with the pilot, where a piece of paper with our respective weights was visible. He and I were at the top of the list, which started with the lightest! Size does matter, if you want a good view.

Simples

Overweight passengers could of course be confined to the hold!!!
And pay excess baggage? Then there’s the toilet issue. Did they allow fat people on Concorde, where the bog was even tinier than the norm?
